If you validate a full-service job on Postal One and get this error:

MPA-1102;MPA-1103
One field between the USPS Publication Number and Permit Number must be populated in .mpa file record.
Populate either the .mpa USPS Publication Number field or the .mpa Permit Number field.

This means that your pay type is something other than Imprint (like Meter, or Stamps), and you have nothing in the "Net Postage Due Permit" box in your mailing statement setup window.

Populate the Net Postage Due box to resolve the error.
